Cooling fan does not work on a 1996 Honda accord

You didn't say which, there is a cooling fan by the radiator which cools the engine.
Im going to suggest a fix for the one inside the compartment and the blower motor as it is called for the heat and air conditioning inside the passenger compartment.
It's either of 3 things basically, the motor itself is bad, usually indicated by noise prior to going or car sitting.
This may be temporarily giving the underside of the dash a boot, hopefully connecting with the motor and freeing it.
haha most of us have done this and sometimes it works but it does help to locate and whack the fan.
However some vehicles the switches go, and they are located on the dash. Hard to tell until you locate the blower motor and test the connector. Prior to doing this I would locate and test the fuse to the blower motor and there may be a relay. this is usually inside the cabin under the dash on the side of the dash where the door jam is there will be a cover, or under the steering column to the left or in the glovebox or behind the glovebox.
Some cars like Saturn have relays and stuff below the radio and part of the console must be removed but not for this application or problem.
There is also (usually handy to the blower motor or on the firewall under the hood ) there is a resistor board on most. this could be the culprit. I had one chev vehicle where the resistor board had fallen into the blower motor fan and stopped it from working. Once I had removed the blower it fell out and worked good for a long time once I fixed or replaced the broken part of the resistor board.
Youtube can help you locate these things and areas specific to your vehicle.
Hope it helps, East Coast Canada Rocks

Power windows, fan for a/c, radio and turn signals all STOPPED working. All were working properly when I turned vehicle off. Convertible top still retracts, thank goodness . . . 98 degree heat. All...

The convertible top takes a humongous amount of electricity to operate !!
Most people dont realize...Also on most chrysler when the battery gets weak some things stop working .........Make sure battery is good without guessing.......because this will cause same problem as you are having......Mainly if all fuses and relays are good.....Other than a broken connection it has to be the power source....It is harder to check a relay than most people know
unless .....The best way to check without tools is switch it with the same kind of relay that runs something else..................hope this helps ......CHECK BATTERY AND ALL CONNECTIONS AT BATTERY AND FOR COMPONENTS NOT WORKING .................................Metalpoet

Why does my jeep have no heat, no air condinioning

Try checking the fuse for the fan motor. If not that, sometimes fans will stop working after time. If you can locate the fan motor, knock on it, spin the fan itself. If none of that works its time to replace the fan motor.

What reasons other than fuses would make the heat and A/C stop working. The fan will not come on.

Thermostat, blower motor, system needs a recharge, a short, a loose ground, dead battery, vehicle not turned on, no heat or air installed in vehicle - option not selected -, bad modules, other fuses bad - you'd be surprised how much of a difference it makes checking ALL fuses and replacing bad ones, bad control, system needs replaced, heat not turned on, air not turned on, bad fan. bad fan motor. A million reasons, so at some point, you may need to get it to looked at.

My car heating does not work & I need a fuse box diagram

i do not have a diagram for the fuse layout however
looking at your fuse box pull ONE fuse out at a time and check that they are not blown they should have a link in the plastic if there is no link then it is blown most cars have the radio and cigarette lighter linked together and this is normally about 10-15 amps.
there is also a fuse for you heater controls however this normally stops the fan "blower" from operating if your temperature control is electric then the motor that moves the arm to mix cool and hot air flow may be damaged
hope this has helped
