Most Sharp register, including the ER-A420, have a rechargeable battery mounted inside to hold all memory when the power goes out. It should last a few months, but two years is a bit much. This might get it going:

The units built in protection circuit might be faulty or needs resetting, this unit is operated by a rechargeable battery, try charging the batteries, you can do that by switching the mode switch to any position other than OFF, then plug in to ac outlet, charging the batteries may take up few hours up to two days, depending on batteries and their charge level,

Hi. You do not need an RS232 cable to program the machine. It can be programmed via the keyboard.
Firstly, it would pay to have the battery checked. They use an internal rechargeable battery which should be replaced every four years. If it hasn't been changed, it can leak on the circuit board and damage the machine. If the battery is not holding a charge, it will also lose your programming when the power is turned off. This is part of normal dealer servicing but you can't be sure that the previous owner has had it serviced and checked.
You will need to program department names. This is listed under "programming for departments - alphanumeric characters" in the instruction manual.To change the shop name on the receipt, see the section called "Programming various functions - programming of print messages".Once you have given those two a try, I can point you to any other parts of the manual you will need. Just let me know what else you want to set up.

Now that is an old machine. 1980 model. They were called endless ribbon and ink roller. I don't think you will find any Sharp dealer who can supply these now. If you want to keep using it, you will probably have to adapt one of the ink cartridges from the other models.If you need more information, C-tech still has all of the manuals for the ER-2782A here:http://the-checkout-tech.com/manuals/cashregisters/Sharp3.php
