Question about Bose Audio Players & Recorders
I personally would test them out of a TV and maybe even your phone to see if the problem is universal between different devices. If it isn't, then I probably would try different ports on your pc to test its not a fault with that specific port.

I have had totally the same problem before, and I have discovered that it is actually because of the electric current running through the speakers when the volume is low or muted.
I am afraid to tell you that the only solution to this problem is to raise the volume, as it is not a malfunction in the speakers but in the electric current running through them.
