I have the same problem on my Dell Latitude CPx as what hebert9588 describes. I've been ignoring it for years using an external keyboard but finally tried different things (changing BIOS settings as well as this Fn+F12+NumLk that jackie1969uk describes in http://www.fixya.com/support/t1629106-fuction_botton_stuck_press_fn_button and it's healed! If you have spilt a luiquid on the keyboard you will recieve this kind of error.
If not, try removing the battery, memory and hard drive and hold down the power button for 30 seconds.
This may clear the CMOS and any faults the unit is seeing.
Re-install your hard drive, memory, ect. and re-start the unit.
If the CMOS has been cleared, the unit will ask you to reset the time and date.
