The feature is actually called Executive Busy Override. It requres programming, but lets you join a busy CO or extension. It can be blocked by the extension user by dialing a code.
The Programming and Operating manual for your system will have detailed setup and use instructions.

I believe that if you reach a busy signal, you can hang up. The conference should ring you back and the rest of the conference will be there.
Here's what the documentation shows from within the help of a 3300 ICP/MCD...
a 5303 is to be treated just like a 2500 series set...
2500, 5302 IP

To form a Conference when a two-party call is already in place, or
to add another party to an existing Conference:
Press Flash or flash the
Dial the number of the next party.
Wait for an answer.
Press Flash or Flash the
Dial the Conference Call Feature Access Code.
To Leave a Conference:
To split a Conference and speak privately with the original
Flash the switchhook.
