You could be in a screensaver mode or your graphics card might be blown. Try accessing system preferences and turning off the screensaver and/or powers aving options. Your G4 could be in sleep mode. Try starting from Disc Warrior and clean up your opertating system. May help.

Try booting from the install disc. by holding down the "C" on the keyboard. If it boots normally from the disc you have a hard drive problem and it will need to be replaced.
If it doesn't boot normally from the disc you have a logic board problem and it will be needing to be replaced.
