You always should be able to send messages to anyone. If someone does not want to receive the messages, he / she can block your number and won't see the messages you are sending. You can't change that. Some things are made for protection. Blocking an incoming message or call, would be worthless, if there was a way around the system.
When you can't send any message, contact your provider (you did not mention that detail) and ask what is wrong, why you can't send messages.
We can't see this and to my knowledge here are no volunteers with clairvoyance.
