call the customer care .. suppose u using vodafone then call 111. ask them for subscribing to GPRS. Now a days aircel is the cheapest in india only Rs 99 per month unlimited

You need to get it unlocked.

You can try one of the cell repair shops at the mall
or ebay

The problem is with ur SIM.
Replace the SIM with same number.As it is much older AND may have scratches.
