Either of the two reasons. The battery may be dead (most likely, depending on the age of the laptop) or the charger may be faulty. Both is unlikely as both of them could not have conked out simultaneously.

Samsung laptops have this program called Battery Life Extender where this would allow you to choose your charging to 100% or 80%. 80% charging as the program says will lessen the ageing of your battery thus extending the overall battery life specially when your using youre laptop connected to AC more often.
I would guess that you might have activated that program if youre only charging at 80%. Have a look at it at youre programs and reply back.

Procedures to follow
Step 1: All good batteries are suppose to read 3.7 volts as inscribed on the battery body.
Step 2: When a battery is low with 0.0 volts and it's boosted with a booster, it will increase back to 3.7 volts.
Step 3: If you boost a low volt battery and it increases to maximum but immediately reduce to lowest after removing the booster, it means the battery is bad.
Step 4: If the battery has 1.0 volts or more and it cannot still power up a handset, it also means the battery is bad.
Step 5: You can also use a desktop to charge a battery that is low volted, but if it does not charge, use a boosted as a second option, if it still does not come up, then the battery is totally bad.

Note
You can over charge and discharge a battery by dropping it in a cold water or interchange the polarity of the booster.
An over charged battery might not power a phone.

Prolong Your GPS Battery Life


Are you tired of having to keep your GPS plugged into the car for the entire duration of your drive? Does it die out instantaneously after removing it from it's jack? If it does, there nothing you can do to fix it because the battery had over heated and lost its battery life tremendously. I can only say that you would need to purchase a new one.
However, if your GPS doesn't die out right away, here's your chance to start prolonging its life. First, let it completely die out by turning it on, and leaving it on until it the batteries run out of charge. Second, plug the dead GPS into either a house outlet, or a car jack (if you are using the car jack, make sure the car is on!!!). Third, wait for the GPS to reach full capacity, but DO NOT let it overcharge, it kills the battery. So I recommend checking on the charging GPS periodically at even intervals of your choice. When it is done, just unplug it, and it is good to go.
NOTE: Do not charge the GPS in while in use.NOTE: If the battery is low as you are driving, turn it off and plug it in to charge.Explanation: This is why the steps above the notes are to be taken to prolong the life of your GPS' battery. 1 Complete Charge + 1 Complete Drain = 1 Charging Cycle

Yes you should when the battery is low.
You can check the amount of charge in your battery by -
Open Control Panel - Power Options - click on Power meter tab - un-tick Show power levels on each battery.

LIttle Tikes Hummer not working


Sometimes if the battery is not charged up and it sits for a few months then it is difficult to charge the battery. I learned this the hard way by keeping it out all winter without charging up. I called the repair tech's at this website http://www.shopjandl.com/kids---baby-ride-on-toys-little-tikes.html
they told me to charge the battery up for 18 hrs at a time, especially if it sat more than 3 weeks.

Clip player comes with an internal rechargeable battery. To use the player for
the very first time, remember to fully charge the battery. You can charge your Sansa

Charging
To charge the battery, please follow these steps:
1. Connect the larger end of the USB cable into an available USB port on the

will show connected and the yellow charging indicator will appear.

Battery charging


All lead-acid batteries contain highly corrosive sulfuric acid, generate explosive gases and have warning labels which should be observed closely. For best results, charge the battery as soon as you know it is discharged. To charge your battery, follow these steps and important safety tips: Before Charging: 1) Read the charger manufacturer's instructions. 2) Put on protective eyewear, rubber gloves, work clothes and remove all jewelry. 3) Place the battery in a well ventilated area. 4) Don't charge a frozen battery. Allow the battery to warm to about 60?F before charging. 5) If applicable, remove the vent caps and check the battery's water level and, if low, add distilled water to cover the tops of the plates. Do not overfill. 6) To determine if the battery needs to be charged, test it with a hydrometer to determine its specific gravity and/or with a voltmeter to determine its state of charge. 7) If applicable, reinstall vent caps before charging. 8) While the charger is unplugged, connect the leads to the proper battery terminals. Note: For side-post and studded batteries, we recommend that you use adapters to insure adequate contact. For additional information regarding adapters, contact Interstate Batteries. 9) Set the charger to the proper settings for your battery, e.g. 6 volts vs. 12 volts, low-maintenance vs. sealed, standard automotive vs. deep cycle. 10) Plug in and turn on the charger. 11) Don't wiggle the connections to check contact while the charger is turned on or plugged in. 12) Choose the lowest amperage setting initially. Once the charger is on and the battery is charging, you may want to choose a higher amp setting to reduce charge time. During Charging: 1) Keep the vent caps on. 2) Don't allow smoking, open flames or sparks near the battery. 3) Don't allow the battery to become hot to the touch. After Charging: 1) Immediately after the battery is fully charged, turn off and unplug the charger. Continuing to charge a fully charged battery will severely damage the internal plates and shorten battery life. 2) Disconnect the leads from the battery.

My iphone won't sync with itunes. it did at first but now keeps coming up with an error I have an original iphone, never been jailbroken or any such thing, and can not currently get it to sync with itunes...


Recharge
Make sure iPhone is charged. Connect to a USB port and look for the lightning bolt battery icon in the upper right. If you don't see this icon, then iPhone is not charging. The battery will charge to 80% in an hour.
Note: If you put your computer into sleep mode while iPhone is connected via USB, iPhone may not charge.


This screen means to keep iPhone connected so it continues charging. Please note:
If iPhone is not sufficiently charged it will not show up in iTunes
Use a high-power USB port such as the one on your computer, or use your iPhone AC adapter.
Don't use the USB port on your keyboard because it is a low-power port and iPhone will not charge.
Make sure you are using USB to charge. Accessories that use FireWire to charge are not supported with iPhone.
If you see the red part of the battery image flash three times and then the screen goes black, it means that iPhone is not receiving power to charge.

If the above steps dont resolve follow the following steps :
Retry with a different USB port.
Note:
Don't use the USB port on your keyboard because it is a low-power port and iPhone will not charge.

If the above steps dont resolve follow the following steps :
Restart

Try restarting iPhone. To turn it off, press and hold the Sleep/Wake button until the red slider appears. Slide your finger across the slider to turn off iPhone. To turn iPhone on, press and hold the Sleep/Wake button until the Apple logo appears.

Does iPhone appear frozen or stuck? Try pressing and holding the Home button for at least 6 seconds to close a frozen application. Then try restarting iPhone again.

Note: If that doesn't work, try restarting your computer.
If the above steps dont resolve follow the following steps :
Reinstall

Reinstall iTunes 7.7 or later.
Get the latest version of iTunes (7.3 or later) from http://www.apple.com/itunes/download/
