If you have lost it you can perform a recovery/roll back to a time when your system was fully functinal. You can search on line for a DLLrepair website to replace the lost file, this is a little more involved. The first option is far easier

Missing start up menu and icons


Seems to be a missing dll, consider intalling or recovering to when the problem was not present. I recently had a client who accidentally deleted a system dll, and i had to system recover.

My computer keep showing dciman32.dll


That is some corrupt files in action. Reinstall your Operating System (Windows) or install a new one (Linux). Make sure to back up any files that you have before reinstalling, as files will not be preserved during the process.

Step 1: You can reset the internet settings to default and check. You can go through the following link:

Step 2: You can also try to re-register the dll files associated with IE8.
To re-register the Internet Explorer .dll files. To do this, follow these steps:
  1. Click Start, and then click Run.
  2. In the Open box, type cmd, and then click OK.
  3. At the command prompt, type the following lines, and then press ENTER after each line: regsvr32 softpub.dll
    regsvr32 wintrust.dll
    regsvr32 initpki.dll
    regsvr32 dssenh.dll
    regsvr32 rsaenh.dll
    regsvr32 gpkcsp.dll
    regsvr32 sccbase.dll
    regsvr32 slbcsp.dll
    regsvr32 cryptdlg.dll
  4. Click OK when you receive the message that DllRegisterServer in FileName succeeded.

Uninstall the Windows defender and install am updated version. If it doesn't work, try this:
To resolve this problem, follow these steps:

1. Uninstall Windows Defender, and then reinstall Windows Defender. To do this, follow these steps:
1. Click Start, click Run, type appwiz.cpl, and then click OK.
2. Click Windows Defender, and then click Remove.
3. Follow the prompts to uninstall Windows Defender.
4. To reinstall Windows Defender, visit the following Microsoft Web site:

If you are running with Window XP then please see this and follow the instruction given by me:

Use IE 6.0 instead of IE 7.0

or use a new Web Browser such as Firefox or Google chrome, see this Tip posted by Me:

Google Chrome for All XP or Vista user
