On Windows 8.1 RIGHT click on the windows decal in the lower right corner and from the menu that pops up select COMMAND PROMPT (administrator). A black box pops open and in that box type NET USER and hit enter ALL the users on that computer will list and you need to find the one that you want to remove. Then TYPE NET USER followed by the name of the account the forward slash delete and hit enter.
