SOURCE: Ice dispenser not dispensing
With your power going off your problem sounds like a dispenser control problem..you can check for power at the auger motor
38 5304430812 A B C Power Board
38A# 5304421617 A B C Switch-micro,single pole ,double throw
38C 5304430991 A B C Board-control
I would remove the dispencer cover and check the boards for burn marks
hope it helps

SOURCE: Ice crusher don't work
Hi, It sounds like the selonoid that shifts the auger is not working. This part is located behind the panel that the bucket pushes against. The little wire arm on the bucket goes into this. Sometimes they just get froze up from the moister. If you remove the panel/section the selonoid is in, you can see if the part has went bad.
I hope this helps you. Please let me know If I can assist you further.

If you cant manually turn your auger motor, it may be bad. Does it dispense solid ice or no ice at all? Another thing may be your control panel. That could be bad too, it's the one sending juice to both your solenoid and auger motor.

SOURCE: ice crusher not working
Remove the ice tray and check to make sure that it is not froze up with with ice. the bottom of the tray has a rod attached to it that controls a flapper that opens and closes to allow the ice to pass thru without hitting the cutter or closes to hit crush blades. make sure this is not in a bind or froze up. this rod goes into a plastic housing at the back of the freezer that has a solenoid switch that activates it to open it up. check to make sure all of these items are free of ice and in their proper position and or not broken.
