HOW DO i reduce the screen so as to enable me to reach the toolbar which runs across top of pag?
F11 should work, if not make sure that you have the latest Video drivers installed and the monitor is set to it's native resolution.

Sounds like you may have accidentally hit the keyboard shortcut key to give a full page. Open a page and hit key 'F11' on the top row of your keyboard.
