For what heater? Make and model please. That usually means that the heater has sensed a problem that needs service.

The heater turns on for about a minute... green light then the red light turns on then it powers off.

the red light is to say burner on so its obviously faulting as its trying to light so i would be getting your service agent to look for you unless its just a simple case of your gas being turned off to heater, if the gas supply is not getting to heater it will fault when lighting so check all gas stop valves are on to heater if this is not the problem and your getting gas to heater there is a fault in the ignition somewhere so get a service agent to fix as gas heaters can be dangerous to play with i would suggest any fault on heater would need a service agent to fix i've seen people try to do thier own and i'm suprised that the house has not burnt down and worse yet by killing themselves its a gas heater and needs an expert to look at it for you!!!!!!!!!!!

Service light and ags light comes on after a minute or two

I had this problem. Jandy ended up replacing the burner from day 1 with the heater (LT400 propane). It was a manufacturing defect. Of course it took 5 trips from the "warranty" company to not fix it before they finally punted to Jandy. Then, there's only one Jandy service rep from VA to ME (I'm in PA).

Sta-rite propane heater turns on, blower on but it doesn't fire

There can be a couple of reasons for this issue to occur. The first thing to check is the dsplay panel for which Service light is coming on. If it is the Service System light, then there is not enough flow of water in the system. You may need to clean your filter.

If it is the Service Heater light, then the problem is with the heater. What you can do is restart the heater and watch the display panel. If the water temp display is too high, or low, then the issue is the Thermister and it will need to be replaced. If the temps are about the same, then try and start the heater. The same issue may happen again, but that is what you actually want to happen. Once this does, take off the top two halves of the heater and turn the display panel over. There are diagnostic lights on the backside of the panel.

If there is a red light next to one of the following: AGS, AFS,
SFS, HLS, PS or THERMISTOR, then that is the item causing the problem with the heater. If you need an Owner's Manual, there is one online at the following link:
