Switch off S3 phone and switch back on again will cause the phone to come out of safe mode and back into normal mode, or use restart.

Typically easily resolved. Shut down the phone, remove the battery, wait a bit (30 seconds should do) and replace the battery. Your phone should boot without safe mode. Good luck.
