If not successful with the steps iterated by the above, use the recovery disks that you made when you got the computer to affect a repair without erasing any files.. If you did not make the disks then you are out of luck and your only recourse is to have it repaired/exchanged under warranty. If you have important stuff on your hard drive and you return unit to Toshiba, insist that they save whatever files you indicate on a usb stick or something so you can reinsert them into the unit after it has been restored to operation.

Brand new? Warranty? Reboot, no help? try a usb mouse and
keyboard see if you can roll back to before this happened. No help, tomshardware.com has been helpful to me. I would also try to get help from store, and or Toshiba.

Well if its under warranty i advice that you get the keyboard replaced(its covered under warranty)
If it is not under warranty you can use an external USB keyboard as an alternative..

If you are getting the underscore in the upper left corner of the screen the laptop is not froze, however it cannot find an OS (Operating system- aka windows) This leaves us with 2 possible options:

Maybe is the backlight power cable cut. Try with the laptop in power on mode oppening VERY SLOWLY the screen to see if at a certain potition it works fine. Open it all the way up sometimes to check it. If thre is a potition that it works, it's the cable as I mentioned.

SOURCE: My arc mouse suddenly stopped
Try moving the arc mouse USB dongle to another USB port on your Toshiba Satellite L650. If the mouse works on the other port, then the first port is the problem. Use Control Panel's Device Manager to further diagnose the port problem.
