Without the icloud information,you will be very limited in what you will able to use. Thats why stolen Apple tablets ardent useless. Check with Apple to see if this a stolen item. If not they can help

Hey! sorry but you will need to enter that appleID password to reactive the iPad. If you still have the original receipt you can call apple and have them start the recovery process.
you bought a parts ipad --if icloud locked only owner of it can clear it -the following link helps with cloud locks but would need all the information from original owner
Put ipad back to default settings. Settings menu--This will erase everything on the iPad so you can start as a new user. It will erase original users saved info so you can input yours
