If you have adopted a used iPad, I suggest that you perform a complete restore. This will give you a fresh and clean iPad to which you can register your own Apple ID. You will not be able to keep the contents on the iPad as you received it, but you will be able to enter your own ID.

You will have to sign out with the old owners passcode and icloud ID and password. If they didn't sign out their icloud acount. You need to get this information as iTunes will require this if it hasn't been done.If it has 4g and att is the carrier, this may also unlock your sim card
