hi

i think that their is some kind of policies on the computer ,u need to scan your computer from a tool called dialer fix after running this scan what ever policies if it is their on the computer will get removed .

Your administrator has set your account to limited account.I m not going to tell you how to break administrators password because this is illegal as far as myself is concerned.
so you can request your administartor to allow you.
