The words FIX DEG appear on the screen and I can't get rid of it. It doesn't calculate properly

DEG says that the angle unit is set to degrees. You can change it to RADians, or GRADs. However much you want to get rid of all of them you will always have one of them. Learn to live with them.
FIX says that the decimal displays will always show a fixed number of decimals. You can decide how many you keep. Apparently your calculator is configured not to show any decimal digits: the number of fixed digits is set to zero. Change it to some other number
There are other display formats : Engineering ENG, and Scientific (SCI)
There is another format (possibly 2) called Norm 1 or Norm 2.
Set you calculator to one of the Normal formats.
Press SHIFT MODE to enter (Setup) and configure.
Advice: Learn to use your calculator. The best way to achieve mastery is to look inside the manual whenever you do not understand something.

Enter degree minutes seconds

Enter the degrees, a decimal point, then two digits for the minutes followed by two digits for the seconds (then followed by any fractional seconds). You can then convert to decimal degrees with the HMS-> function.

For example, to enter 1 degree 36 minutes 24 seconds, press 1 . 3 6 2 4 ALPHA ALPHA "H" "M" "S" right-shift "0" ENTER

OCT mode to DEG mode

OCT and Degree have nothing to do one with the other. Your calculator is in the Base-N computational mode. You have to change it to DECimal. Look for a key that has DEC marked next to it. You might have to press the SHIFT, 2nd or 2nd F key first.
Once the calculator is in Decimal numeration (press 8 or 9 to see if the screen displays the number entered) change the angle unit from whatever it is now (radian or gradian) to degrees. It is possible that it will show the DEG indicator after you switch to Decimal from Octal.

I am sorry but your not disclosing the make and model of the calculator does not help.

How do i enter 46degrees 15minutes into my ti-36x calculator?

Enter DMS (Degrees/Minutes/Seconds) values as D.MMSSs, using 0s as necessary:
  • D degrees (0-7 digits)
  • . decimal-point separator
  • MM minutes (must be 2 digits)
  • SS seconds (must be 2 digits)
  • s fractional part of a second
For example, enter
  • 46° 15' as 46.15.
  • 179° 9' 2.54" as 179.090254, note the 0s in front of the 9 and 2.
Before using a DMS value in a calculation, you must convert it to decimal with [2nd] [>DD].

My casio fx-992s is showing fix and deg on the screen. I think the "fix" is causing me a problem but I can't get rid of it. All my decimals are being rounded up to whole numbers! Thanks

The DEG is merely indicating that the angular mode is set to degrees. If you want to change it to radians or grads, press SHIFT MODE and make your selection.

Likewise, the FIX is merely indicating that the calculator is displaying numbers in fixed decimal notation. If you're not seeing any digits to the right of the decimal point, then you're in FIX 0 mode. To change it, press SHIFT MODE. You can choose FIX and the calculator will prompt for the number of digits, or you can select NORM.
