i will first resolder all ic`s and connections,especiall on the crt board,clean around the flyback at the abl circuits,check for open or changed valued resisters in abl circuit and the video b+ on the crt board (usually 165-200 volts) check also the screen voltage (G2) volts,should be around 250 - 400 volts.

It could possibly be a HDMI cable that is bad. If it is hooked up that way, I have found that problem before. Not sure about the jumper cable.
