Just Google the make, horsepower and the serial number. There are website that list the models.

to get an answer we need to know the make model year, engine size turbo etc because what you have given means nothing
Vin are vehicle serial numbers and that same make of vehicle can have several engine capacities depending on the manufacturers level of car finish( sedan --low hp super sports big engine hp)

205cc = ? hp

I am sorry, but these do not equate. cc (cubic centimeter) is a measure of volume, hp (horsepower) is a measure of power, like watts. There are many factors beyond the cubic centimeter displacement of an engine and the determination of horsepower.

Is there a conversion chart to cc to horsepower?

No. Cubic centimeter (cc) is a unit of volume. Horsepower is a unit of power. Two different 250 cc engines, for example, may put out different amounts of power, while 250 cc of sand won't put out very much.

Since the "stock" engine only produces 200 to 400 horsepower, you're looking at a lot of "upgrades" for it to produce 1000 horsepower, such as:
* high-compression pistons
* better ignition system & spark-plugs
* turbo-charging or super-charging
* "racing" cam-shafts
* high-performance exhaust manifolds & headers

I am looking for a replacement motor for an craftsman garden tractor model 917.257082 20 horsepower. its has an onan motor now 12 volt

Find the physical specs by googling the engine. once you know the requirements for shaft size and length and mounting holes you can check the other engine manufacturer's site for compatible engines. then go look on ebay for folks selling those engines.

i believe the ignition timing is not adjustable , if you think you might have a timing issue you need to chech if flywheel keyway is twisted or sheared
