Best you go on line to Hoover and input the Model into their system. The support area has downloads whereby you can get the Manual free and fix the problem yourself in minutes.

The Singer support site has manuals for download or purchase. Start here: http://www.singerco.com/accessories/manuals.html and enter the model number then click Search. Then click on the Free Download button for your machine. There are two different machines with the 14SH654 model number listed; one is an UltraLock and the other is a Finishing Touch sewing machine.

it is easy !
1- unpluge from electricity
2- just a few screws with hexstar head (unscrew)
3-you will find the reel which catch this cord
4- try to rotate it by your self many times may that fix
5- if every thing be ok go in revers these steps
6- if not order for new one and it will be easy also just we will need amor step to disconnect a 3 terminals beside this reel

Try cleaning out all the pathways you can get to. Trapped particles can mess up this indicator. Particularly check the extra mesh filter that is under the bag (there's a plastic grid that snaps over it to hold it into place). Clean that out and make sure the bag is securely in place.
