Sorry but it could be internal wiring/plugs sockets, control panel switches, control PCB but the main motor is probably the primary suspect, I fear that your only real option is a service call as the engineer will have the right equipment to safely diagnose what is wrong.

Yes, I think I know the problem because I have the same motor and mine starts right up every time. When you cold start it, you may not be priming it doesn't have enough gas. Don't squeeze the bulb 2 or 3 times, do it about 10-12 times. Full choke and it will light right up. On a warm start, you don't need to prime it or choke it. On a semi-warm start, try half choke and no priming.

I run twin 115 4 strokes,2001 model.Port engine started to drop rpm while running at wot. Dropped to 3700. No skipping,missing,etc. Stop and fish for hour, start over again and runs fine than starts...

check Compression and spark. Tools(1) A compression gauge (2) a spark gap tester.(3) A Clymer service manual for your engine. (you can purchase from your local dealer). I know all these are expensive but if your going to be a outboard owner you will always need them. troubleshooting (1) check compression. I'm giving you average numbers. Look at your
Clymer manual for specific numbers. all cylinders need to be over 100 lbs and equal each other within 5 lbs.(2) check spark. use a spark gap tester, all cylinders should jump a half inch gap.
