Probably. Most are plastic today because they're cheaper.
If they fit and work, go ahead.
Here are parts being offered for your machine; 6130 is close to 6131.

Most bobbins are interchangable, the main difference I'd the depth of the bobbin. As previous answer says plastc as used because the are marginally cheaper, but also because you can see what thread is on the bobbin and how much is on the bobbin.
i am assuming you have been given or have some metal bobbins from another machine, as long as they are clean and rust free and the same size they should work fine.

Husqvarna viking sewing machine bobbin

Could the part number be 4011770? I've found the Viking 7 bobbins here: http://www.mysewingmachineparts.com/top-quality-metal-sewing-machine-bobbins-4011770-husqvarna-viking/ . Another site with them is http://www.sewingpartsonline.com/bobbin-viking-4011770.aspx . This bobbin is compatible with the Husqvarna Viking 7, 49, 51, 52, 21 & 21E . It probably will work for other machines. Sears also has them listed as 11770: http://www.sears.com/generic-viking-sewing-machine-bobbins-sewing-machine/p-SPM6124767105?prdNo=1&blockNo=1&blockType=G1 .

I also found these bobbins: http://www.amazon.com/Viking-Metal-Bobbins-5-pkg/dp/B000YZ5QSC . The part number appears to be 1702.

I hope this helps.

I cannot get the bobbin thread to catch and pull through the footer wen trying to thread the machine?

Make sure your bobbin is placed in correctly. Thread is counterclockwise as you place bobbin in the metal piece. Pull thread end through sliver in metal piece. Hold on to movable metal latch then lock the bobbin in place. Bobbin should not fall out but is able to rotate. Rotate the wheel on the furthest right of your Singer 1507 machine towards you to move the needle downward. The top thread should then be able to catch and pull up the bobbin thread.

Unable to replace bobbin case back into machine

Here's how I do it. I hold the thread with my left hand, just like the thread wikk be pulled up. With the right hand pull the metal tab toward me, hold it open while pushing bobbin in and twisting. When bobbin stops turning and feels seated, then release the metal tab to lock. good luck!

Elna Supermatic 722010 is a very vintage elna and would take the metal 7 hole dished bobbin like this.

Don't try to use any other bobbin in it, and always load and wind with the holes on top.

You can still buy these; one supplier is sewingpartsonline, here is like to the item

Bobbin case and threading singer 6423

This machine has a black plastic bobbin case. You drop the bobbin down into the case with the thread coming off in a clockwise direction. If you look close you will see a slot in the bobbin case where there is the metal pieces. The thread will slide into that and as you pull on it it will work its way through and come out on the other end of the metal. Lay the thread over top of the bobbin case and turn the handwheel to pick up the thread. (make sure you close the slide plate)

Bobbin thread getting caught

Check your Instruction manual - if you have taken the bobbin case apart to clean it, the shuttle must be reinserted with the little tab pressing against the piece you mention. It is under page 45 - "Caring for your machine" in my book. I missed it the first time I cleaned and oild mine.

Can't say for sure but besides prefrance, I have never seen a differance between metal or plastic in Janome or Elna.
