On the AT&T Network, to unlock the LG Shine or CU720, it’s pretty simple:
To obtain the IMEI number, type *#06# on your device. This is a 17 digit number and it is not the same as the unlock code, this is the IMEI number to give to AT&T Technical Support in exchange for the 16 digit Subsidy Unlock Code.
to get the (16 digits code) call att and tell them you are traveling overseas, it may take two calls.
,but they should give it to you the (16 digits code)
Insert non ATT SIM
Showing 'Invalid Smart Chip'
This will take you to a screen saying you are about to unlock your phone. Do you want to proceed.
Select yes (left button)
Enter your 16digits code.
Enter your code again
Now the phone is unlocked
It requires 2 inputs of the unlock code.
If this helps solve your problem please give a fixya rating, all of them are really appreciated, sorry I cant personally tell you the code number, but ATT or your Service provider should, if all else fails, here's an online service.

SOURCE: On a Samsung GT19000, I
As you said,
> Menu (Home Key) > Applications > Settings > Location and Security > Require Pattern < Screen Unlock Pattern check box should be selectable or de-selectable. But if this doesn't work, then there's must be something wrong with the system files, like software/o.s corrupted, or some other applications already deactivated or some malwares have infected. It could be Java script problem as well, since almost all the programs/applications/features are running through Java.
The only possible trick you can try is "Phone Reset" but be sure, data saved on your phone will be lost at every reset attempt. There are several reset and all reset codes don't work on all models. I am giving you the most common codes:
Hard Reset Codes:
*2767*688# or *2767*2878#
*2767*JAVA# Java Reset and (Deletes all Java Midlets)
*2767*MEDIA# Reset Media (Deletes All Sounds and Pics)
*2767*WAP# Wap Reset
*2767*CUST# Reset Custom EEPR0M
*2767*FULL# Reset Full EEPR0M (Caution)
For example : *2767*JAVA# would be keyed in as *2767*5282#
Thanks for using FixYa.
