Sorry for your problem, contact the people you ordered the otter box from and cancel your order. You can also stop payment if you paid with a credit card, simply contact your credit card company, number is on back of card, and they will help you.
Sign into paypal and check your history and see if the money was sent and received by the other person if it shows that it has then you can write or email paypal to check that there isn't a problem at your end if there isn't then ask them to check that they are able to receive payments from other customers

This might be a bit tricky seeing it's through 2 separate accounts. Best thing for you to do is to contact paypal directly, 1-888-221-1161, and explain the situation.
Check to see if your paypal has been debited, if YES, then try contacting the site you made the payment from stating the item you bought, the item number and date of purchase. If 'No', then wait until you have been debited and not recieved the item from the day you made the purchase.
