This sounds like a Titan 440i which has basic electronic pressure control (The later 440ix has the Xact pressure control without brushes) but it is not like the 660e. Is the motor ON light (the one below the yellow light)?
You need to check that the motor can turn as the pump may be seized, so remove the motor cover (4 screws) with the power off; if that's OK then check that the brushes are not too worn. If all that's OK then it could be a defective pressure transducer.
For John Lapier if you have an original 660e you may find that carbon dust from the brushes accumulates inside the motor and spoils the insulation which can cause arcing. When you have the motor open, a good blow out with an airline is a good idea.
Check the on off switch. The motor in these last forever .
Also check the brushes there are 2 panals with 4 screws on the plate top and botton of motor .
Water can get in and corroid contacts you to armitare
You just need to clean that up .
I have a 1991 660 same packing kit yours and I USE IT A LOT .
Brushe's arn't 10% worn out I have had to clean then if it was raining and the top got wet
I am sorry but if you can't see or have some kind of understanding of what I have told you .
Then you are the problem with your mechine and even if it were a banned new mechine you would reck it in a day
So whats the point of trying to fix it
