You need to add a Neutral Density Filter appropriate to your camera. This will remove the excess glare and reflection from your shots. See a good camera shop of look at an accessories list for your camera to select the proper one that matches the screw threads of your camera.

My outdoor shots always seem washed out with blueish tones. How do I fix this?

Appears that the f stop on your camera is not working properly with the result that your outdoor shots are overexposed. Could be the f stop motor, the photo cell reading lite level, etc. Definitely a job for a pro.

Might cost a fortune to repair so might be advisable to cut losses and get new camera since parts and labor on those devices are costly.

When i take picture, the picture is white n some time become very very bright, but if take video is ok.

this can be usually associated with your white balance in still camera mode.
Check to see your white balance is set correctly or just set it to auto. Also make sure the mode you are in it set. (ie. indoor, outdoor, auto, speed)

Outdoor pics all white

This sounds like it might be a defective CCD imager. If so, Canon should fix this for you for free, including free shipping both ways. This is regardless of your camera's warranty status. Please check the following two links for more info:
