This is usually caused by a loose connection somewhere between the inverter, the screen and the laptop. Have a tech open the screen and make sure the all the connections are secure. This can also rarely be caused by a piece of malfunctioning equipment in which case replacements would need to be acquired. Any experienced tech should be able to find the problem relatively quickly.
I have had Dell hard drive pass Diagnostic test before and still needed to be replaced. System worked fine after the replacement. At this point, with so much of your time invested I would swap out the HD. The next highest probability for the source of he problem would the motherboard. But I would go fo the HD first.
