Camera will not cut on

The camera has BRAND NEW batteries and still doesn't want to cut on to view any pictures. I have pressed the power button and it doesn't do anything but makes the beeping noise. The outer part where you take the picture is out instead of in. When I hook my usb cord to the camera for my computer, I get the same result. PLEASE HELP!!
