Why is it hard to steer a 2009 25 HP evinrude etec?

not plugs sounds like no fuel when this happens check to see if fuel line ball is collapsed if not fuel then electronic

Sounds like you got a bad seal at the prop. Or the leg oil screw has a missing o ring

There are a couple of dozen reasons the check engine light is doing that, so the best next move is to find a way to read the codes that are being thrown by the computer. It may be minor, and probably is, but there are major problems that will cause the light to come on as well. I would take it a trusted marina with the tools. I found a mixture of sites for the information
one owner of a 1998 25 hp evinrude says that it is a 2 stroke with a fuel mix ratio of 50:1 as 25:1 is a bit smokey
another site says that the recommended octane fuel rating is 87 although it might run better on 91
best advice is to find an evinrude service dealer and get the right information as the later 25 hp units are etec engine which will be 4 strokes

check the seal at the pick up tube. If you have a strong water pressure at the tell tail, no need to worry it is normal.
