unscrew it and check the inbuilt fan if damage replace it and if faulty repair it with the aid of texting metre,check the inbuilt power circuit to see if damage and replace it and if faulty repair it with aid or reading metre.

Sounds like you have to clean the system. Once the heat sink gets bogged with dust, the system will not power up because of the overheat. It is a protection system.
