This is one of two problems, Bad capacitors in the power supply or your Y Sustain board has failed, I would go for the first, take the back off your tv and look for swollen or domed shaped capacitors on the power supply, They may also leak a brown liquid like substance.
Replace all that you can see and this should cure the fault.

A common problem for these is bad capacitors in the power supply, Remove the back from your Tv and look at the power supply on the left hand side.
You will see roughly around 9 x capacitors that are bulged / domed shaped on top usually these are valued at 3300uf 10V any that have bulged or leaked a brown like substance should be changed.
This will cure the problem as they overheat being sat next to a heatsink that gets very hot!
Try and change them for the same 3300uf but a higher voltage.

This problem is caused by faulty sustain boards(X-sus and Y-sus). This problem is usually triggered by malfunctioning buffer boards. Hence the first thing should be to test the buffer boards to see if they are ok before replacing the sustain boards. Unfortunately they cannot be tested by the end user as these logical boards sometimes require special tools to test. Have them tested by a tech , so that I can help you find replacements to fix it yourself.

Capacitor on the power supply popped and it is not allowing the proper voltage to be reached to the main board. This is messing up your picture. I would repair it before you create more damage from the blown capacitor on the power supply.
