the OSD is dead, proving the monitor is dead.
the CCFL laps are bad or the board is a bad.
not all boards (PCB) fail for caps, unless,made in the bad china cap era....
i buy my caps at Mouser ,x10 better quality btw.
there is more to this board than just a cap

best place to look is get a used board from Ebay.
HP does not sell this board now, its LEGACY.
nor do they sell or offer schematics (lacking that very hard to fix)
those 2 black rectangles below are the CCFL high voltage generators. ether can fail. and CCFL is dead.
use a flash light to the screen yet , while pushing the Menu key there
for the OSD display to show up???? if it does then the CCFL parts
are bad. dead backlight.

Did you swap the monitors to see if the problem follows or stays at the same video output port since you have dual monitors set up? Need verify before opening up the monitor.
Please try to connect the monitor to another PC, if it continues to happen, then probably an internal electronic part/s of your monitor is cold soldered / defective which failed to send signal to other hardware parts of your monitor thus you only see white display. I suggest to bring the unit to an authorized service center fix / replace the cold soldered / defective part/s. regards
I am using this great LCD for about an year. But few times in the past my LCD didnt show up the display though the Green light was still ON, turning off the LCD and opening it again always solved the problem. But now My LCD completely went blank. Turning off/on didnt work at all now. I've tried couple of other tweaks mentioned on this site but they didnt work. I am just seeing a blank screen with green light ON. and ya theres a very low hissing sound coming from the LCD.
It appears that the display resolution set in your display properties is out of the range that the LCD can display.
Try this.
Boot to the ENABLE VGA MODE by pressing F8 to get the Windows Boot Menu. If you can get to the desktop, then go to display properties, and see if you can change the resolution to higher settings and maintain video. (If the video blanks out, then it should revert to the previous setting in 15 seconds)
