Refer to your user's manual how to clean and oil your Bernina 830. It sounds most likely that it needs maintenance. Use a good quality sewing machine oil (Bernina oil for CB Hook machines) if possible. Besides dropping 1-2 drops of oil in the oil ports, you might try applying some oil to the joints that raise and lower the presser foot and then work it gently. If it is still a bit sticky, apply hot air from a handheld hair dryer directed into the metal mechanism.
Your 830 is a great machine a definitely worth repairing. If maintained regularly, it will run for many years.
Have you followed the maintence standards (oil schedule). If not
that may be the issue. A wild guess (at least this was the issue
recently with wife's older White machine. The foot lever was catching on the thread cutter device. Otherwise, perhaps a screw has come loose somewhere in the lever and or foot. Good luck. Double check your manual troubleshooter section.

there is a board inside the foot pedal that goes out sometimes you can check this by flipping the foot pedal upside down and at the top right there is a small hole where you can adjust the speed with a flat head screwdriver but be gentle it breaks easy, if its out you can take it to a bernina dealer and they might have a reapired one or they can send yours off for repair since that part is repair only

There is a thing called a suppressor which is normally located in the foot control which has fused, you need to open the foot control and you should see a a small thing that looks liuke a fuse connected to the two terminals which you need to take out and discard because you don't need it any more, if you don't have on in the control then it will be on the motor which means you will have to take it in for repair.
