Mostly looks like hardware problem with your laptop as no lights are turning on.Check if power button is turned on.if its still unresponsive then conatct dell support.Below is the link for dell support: http://support.euro.dell.com/support/index.aspx
Hook your laptop to an external monitor and see if the screen comes on...if it does then your lcd screen is faulty and needs replacment. If it does not come on then re-download your video driver/s. If that does not work. Maybe your lcd inverter or backlight bulb is faulty and needs replacement. Please take time to rate me thumbs up
Hi, unhook all usb cables and power cable, take out battery. Hold down Power button for 60 seconds, which will get rid of all static electricity. Plug in all cables again and check. If still facing problem there will be some connection issue inside the lap. Please let me know whether this works or not.

Sounds like the incorrect RAM (SUPPORTS PC2100 AND PC2700 DDR SDRAM SODIMMs) for that laptop. Also try re-seating the RAM in the socket and that is not installed backwards (hard to do , but I've seen it)
