I assume you mean spin. You should have a slow/half spin selection on your machine if not select a delicates or wool program this will give you a slow spin.

Washer's fast agitation speed is the only speed working

I opened up the control panel of the washer to check the speed control switch and found that one of the wire connectors on the switch had pulled loose from its terminal. I reattached the connector and the machine is working fine again.

Kenmore washer aggiates slower than when new. is

Usually, there are two agitator modes. A Normal ("Fast") mode, and a delicates ("Slow") mode. Put washer in 'delicates' cycle and see if the agitator slows down even further. If it stays at same speed as in perma press or 'normal' mode, then there is an open in the circuit betwixt the controller dial and the agitator control.

Kenmore 80 series washer

Your transmission is not engaging thats why the speed changes your making will sometimes get it to work.Honestly any machine after the 10 year age mark is not worth the cost of replacing the transmission.

Washer problem

THE SPEED SELECTOR SWITCH MAY BE SHORTED CAUSING THE MOTOR TO TRY AND RUN ON BOTH THE LOW AND HIGH SPEED WINDINGS. THIS WILL PULL TOO MUCH CURRENT AND TRIP THE BREAKER.
THE MOTOR WINDINGS FOR THE HIGH SPEED COULD BE SHORTED CAUSING EXCESSIVE CURRENT DRAW.
