After a while the computer start sending blue signal

You could check to see if the northbridge or southbridge chips are overheating, but it sounds like one or more capacitors are bad even though they don't look defective(bulging or leaking). You did a good job narrowing it down. Probably best to just retire that motherboard.

How do I set the tempature when I am in the setup screen, in my guide to building my computer they to set the tempature between 30'C to 50'C but I can't find the place to set it I have a Asus P6T...

On ASUS P6T motherboard you can't really specify the exact target temperaturs for the CPU, but - by enabling the Q-Fan feature you'll be able to choose from 3 different options for the CPU Fan Profile (Standard/Silent/Turbo), thus controlling the CPU/system's tempratures (Turbo will produce the lowest temp. possible).

For more information, take a look at the manual (choose "Others" in the OS selection screen - then open the Manuals category to download the manual), on page "3-34".

Processor upgrade from 1.6 to 2.4

Hi zmoonz,
you must be missing something. Please go over this Intel link:
Double check your board revision. Instruction / location for this is on the site above. Even though you have the correct revision no# the Pent 4, 2.4GHz CPU can only run with the correct revision (AA numbers) listed.
There are no jumpers on the Intel D850MV MB to help increase the CPU speed nor bios menu to help. Enter the bios. Open Main. This bios does not allow any CPU options.

Asus maximus formula

Yea- its really simple with the Maximus Formula's (well.. I have a Maximus II Formula....)

Under the BIOS, you should have a tab called "extreme tweaker" or something similar. Go under that and there should be a nice CPU level up option. For example, mine has 3 options: (i have an E8400)
1.) Auto
2.) E8500
3.) Crazy

Another solution is to get the ASUS utility called CPU Level Up. It installs under windows, and lets you switch your CPU settings easily. Although this may be a Republic of Gamers specific utility.. not sure.

Motherboard problem

If your cpu fan is faster,it may be due to a higher frequency setting.
The frequency that it runs best at is 60 hz, but it can be running at 70 hz or higher.

Cpu fan heatsink spinning at abnormal top speed

I'd change the fan. It could be the thermostat is acting up.
