I read somewhere that I can take the hard drive apart and rotate it a couple times. I tried that, but it didn't work. After I had gotten it back together, there was a tiny, white, flexible plastic piece that had fallen out. I'm not exactly sure where it goes, but I think it goes under the magnetic arm, but I can't seem to get the arm out. Any help is greatly appreciated.

This is a futile effort. A hard drive has platters in it that spin at high speed. Those platters spin so fast that the air movement keeps the heads floating mere micrometers from the surface. A dust particle cannot fit between the head and the platter. So when a hard drive is repaired or manufactured, it is done in a clean room to keep all foreign objects like dust, hair moisture out. If you did not take extreme precautions, then trying to repair it wont work even if you do get it to spin again.

If you mean it won't load from a game disc I've had this problem with mine. It was an older ps3 with a lot of hours on it. I would clean the laser lens with a q-tip and rubbing alcohol. When the lens gets too dirty it can't read the disc. I tried laser lens cleaning discs (I know they recommend not using them or touching the laser lens for that matter) they worked a couple of times but usually wouldn't. I had to disassemble my old 80gb or actually just open the case unplug 2 connections from the disc player and remove it. Then take the metal case off the disc player. DO NOT pop the disc player completely apart! The plastic gears in the drive and ejection system have to be in time. Not quite so easy to fix. With the metal case removed you can reach the lens or lenses (there are 2 one is for blue ray I believe) with a cotton swab dipped in rubbing alcohol to clean it. This worked for me at least a dozen times if not 2 dozen.

The only thing I can think of is if you know anyone else who has a ps3, try using your hard drive in their ps3 to see if it works, if not you may have to buy a new hard drive. I don't have a ps3 so I am not sure if the hard drives are removable or not, but I do have an Xbox 360, and the hard drives are removable, and are very easy to remove.

Almost 90% of ps3 can be fixed by new thermal Compound but you may need a new power cord either way id just send it to sony but im glad u tried i failed too trying to fix mine
Sounds like your drive is bad. Unplug from power for a min. Plug back in and try a couple different discs. Plug back if still not working the PS3 will need to be taken apart for further inspection. If you are somewhat handy you can do your self. Here is a vid to show how to take apart and replace lens.

its not the drive thinking there is a cd in there. when you re assembled it the motor that draws the disc in would have moved slightly so it thinks it pulls the disc in when it hasnt actually reached the end. take it apart and ensure it is retracted completley befor carefully re assembling. good luck
the first step is disassembly. I like to watch vids of how other people have taken apart things before doing it myself. After the blu-ray drive is removed you should be able to read the model number somewhere on its exterior. I then recommend purchasing a replacement by searching for that exact model number on ebay and www.froogle.com, they look like they are going for around $100 as well as another search for - ps3 fan replacement -
if you have reformatted your ps3 hard drive and it is still not reading disks try ever type of disk
cd, dvd, bluray and if it is the bluray it will not read try getting bluray lens cleaner if that does not work then there is a fualt with the optical drive
