First make sure that all volumes are all the way up. Go to settings, sounds, and rise up all of the volume.
Second, select a notification sound for your default notification, go to settings, sounds, notifications, tap it and choose a notification sound.
Third, whether you are using the native messenger or a third party messenger, go to the messenger settings, notifications sound and choose a sound for it.

Click Start/Control Panel/Hardware and Sound/Sound/Sounds and scroll down and select new mail notification. Highlight New mail notification and click Test, then click OK.
Also check you email client (the program you use the get your emails (aol, yahoo, gmail, etc.) and see if they have settings in them for notifications, most do.
Check the software you use to get text messages for settings on notifications to get sounds or alerts when a text message comes.
Go into you text setting on your phone and select the option that you wish to have for you alert for receiving text messages, or consult your manual that you got with the cell phone on how to set the text alert message signaling.

Click Sounds and Audio Devices
Click Place Sound Icon on the Task Bar
(so that the check-mark is removed)
Click Apply
Click Place Sound Icon on the Task Bar

I had the same problem, and the reason is that you have to much sms (usually >2000). You have to delete unnecessary ones, go to enabled applications, uncheck message notification, go back to the home screen, and go to enabled applications to check message notification again. The message notification will display again
To display the volume icon
in the taskbar notification area, you must select the "Place volume
icon in the taskbar" check box in Control Panel Sounds and Audio
Devices applet.
