check that you have the top thread between the tension plates
it is common that when threading the machine the top thread will fall behind the tensioner and run around the mounting thread
Check the thread spool to make certain the thread is not getting snagged on the edge of the spool (or the little slit where you pull out the thread from the spool); then check your tension paths and settings (I once found broken, tangled metallic thread in the needle 'uptake' loop that was snagging the thread and making it break).
Canned air is excellent for cleaning out older models as well as the new electronic machines.
Check your thread tension isn't too tight, try on a piece of similar fabric that you are going to use, try sewing a line of stitches, if the thread snaps, change your tension number, then sew another line with your different tension number, try this until you can stitch without the thread snapping, it could be that your bobbin tension is too tight. Can you check your machine manual, it could even be the needle or the thread that's wrong for your fabric. But I would say, check your tension.

Maybe you need to adjust your tension and double check your threading. I have never (in 50 years) sewed with elastic thread but I think a call to Singer customer service at 1-800-4singer may be in order.
