There are some sewing machines that the foot pedal is driven by air pressure. Sometimes they will develop leaks so the air does not build up enough pressure to activate the machine. You might see about finding a replacement foot pedal--however if that is not the problem, you may waste your money. Perhaps a sewing repair shop can help you.
The foot pedal is just a variable resistor to give you speed control of the motor
You say the machine is new so it will still be under warranty

It could be a faulty control pedal or leads or motor
it would really be a good idea to have a sewing machine shop replace the foot pedal that way you can have a plug in put on the machine that way it would be safer to use.
It may be your foot pedal needs to be replaced, it looks like there is a couple of different ones. (I looked at www.sewingpartsonline.com) and saw they start at around $20, you can call them and see which one to get or call Singer at 1-800-4singer.
Faboulous machine the 401 and the best machine ever made, in the UK if I remember the two red wires go to the right hand pin and thw two blacks go to each terminal, when you rewire the plug which is fidly undo the stop motion, when you plug the machine in if it runs on without touching the foot control change the two black wires over, to rewire the foot control there are only two wires, you can't go wrong.
Your first port of call should be the Singer dealer from whom you bought the machine, it will be under warantee and you don't want to risk breaching the conditions by fiddling around yourself.
They have a duty of care to customers, and would be crazy to give poor service on a new machine.....phone them, outline the issues and arrange a time to meet with them (with the machine) to address the problems..perhaps they offer a familiarisation lesson, as many dealers do, that would also be of enormous benefit to you with a new machine and is a service we provide for all our customers to get them started, so they get maximum benefit from the beginning.
