I think at this point everybody has gotten at least one of those emails they are fake anything that says you won money but you have to send money to get them to release it to you is a scam sorry you are not a winner at least not in this case

Go to gmail and start creating a new account (Click Create an account).
At the "Desired Login name" use the one you want to check and press "check availability".
Gmail will tell you if this account is taken or not. (Taken means "still exists" in your case)
