DC28's brush bar is not designed to be removed by the user - it doesn't use a conventional disposable belt. The belt is engineered to last the lifetime of the machine in normal use, and is protected by a sensor which shuts off the brush bar if something jams it.
If the brush bar won't rotate it's very unlikely that the belt would be the cause of the issue. Instead, you should be able to reset your machine by following the steps shown in our video guide:
