Most radio static is down to poor grounding of the aerial or the set itself. Poor quality HT leads can also do it.

I WOULD LET THE DEALERSHIP REPLACE RADIO BECAUSE BY IT BEING PART OF THEFT SECURITY SYSTEM.IF YOU DO IT YOUR SELF YOU PROBABLY GOING TO HAVE NO START PROBLEMS.THE PCM WILL GO IN THEFT MODE THINKING SOMEBODY TRYING TO STEAL RADIO OR CAR.IF DEALERSHIP FIX THEY PUT IN NEW RADIO THEN REPROGRAM IT.

take out the speaker in question and test it.
a 9v battery is good enough to 'burp' it.
if it makes a scratchy noise when you put power to it then you have a short in the voice coil.
Burping a speaker is just a short power up. Don't hold power to it.
Tap it on and off like a music note measure.

unfortunately the backlighting on these radios is not serviceable, you can attempt to have someone repair the radio, but better off getting a new factory one, wrecking yard one, or going with an aftermarket unit

does your system have power amplifier aside from your built in amp on radio? if yes, disconnect all supply then put new fuse. try this time, should not blow the fuse. then one by one, connect the supply fo your radio only, if ok, then next is the amplifier, if it blow the fuse, your power amplifier has an issue.
