Are you sure is is a 'PC 10'? I can't find that model. All the ones I have used were battery operated desktop use or hand held. Is this a cable that connect the label maker to a PC, so you design on the computer and print to the Dymo? If that is the case, It _should_ be a standard printer lead.

You have to use the same diagnostic procedures that you already have to isolate which area of the cord is broken. Carefully test, by wiggling, etc. the end of the cord that plugs into the wall. If this end is faulty, you can purchase a plug end at a hardware store and replace it.
If the cord is broken at the sweeper end, unless you can open and repair the break, you will probably need a new charger.

To replace, you will first need to gently pry off the 'cap'on the bottom that surrounds the hole for the cord. Once removed the side grips will easily pull away revealing 4 screws on the back. Remove screws to take off the back then lift out the internal components. Reassemble with new case in reverse order

It sounds like when the foil is on, there is something causing the blade to 'lock up'. My guess is that the cutter bar between the foils may be damaged and can not move. This would lock everything up. You can check it easily. Take off the foil and turn it over. There is a plastic piece in the middle that transfers the motion of the cutter to the bar betewwn the foils. You sould be able to easily move it back and forth with your finger. If it doesnt move, you will need to replace it. You will find this item at shaveroutlet.com. See link below
If this part does not seem to be damaged, the motor brushes may be worn causing the shaver to not have enough power. Was your shaver running slowly or weakly prior to having this problem? If so, the drive unit will need replaced. You will also find this item at shaveroutlet.com. See link below

I would inspect Item 11, I think you will find it failed and is not allowing the motor to rotate. It is also likely the brushes (part of Item 9) have worn away. Least likely is Item 3 is defective. Your unit is either not repairable or will cost in excess of $50 to repair. You can try an Internet search for any needed parts not available at RemingtonPower, we can do no more.
RemingtonPower has stopped all production. Many replacement parts are no longer available. If you can repair it today the next time parts are needed e-Bay may be the only source. I recommend you apply the money toward replacement with a name brand unit you expect to be in business for 10 years or more.
