How do I change the belt on a Royal commercial vacuum M1030

Does the roller turn freely? If its doesnt this would put strain on the belt in excess of whats normal.

You need to change the belt. If it is self propelled it will have two belts. You can find the type of belt you need in the manual and then you can get the belts here:

there is a plate on the underside covering belt and beater roller
2-3 screws to secure the plate
then withdraw the roller
put new belt round roller
insert roller
pull belt around motor pulley
reinstall plate
