The only way to fix it is changing the imei. What wireless carriers blacklist is really the phone's imei. It also needs to be an imei that nobody is using, you best bet could be an old phone you have lying around or from a friend's. You can also try and talk to the wireless carrier that blacklisted the phone, but then probably you would have to pay whatever is in balance from the previous owner.
