If the operation light is blinking, it means there is an error with the unit. The number of blinks can indicate what the error is.
Here are some common error codes for Toshiba air conditioning units:
Blinking once: Indoor unit room temperature sensor error
Blinking twice: Indoor unit coil outlet temperature sensor error
Blinking three times: Indoor unit coil inlet temperature sensor error
Blinking four times: Outdoor unit discharge temperature sensor error
Blinking five times: Outdoor unit suction temperature sensor error
Blinking six times: Indoor unit EEPROM error
Blinking seven times: Outdoor unit EEPROM error
Blinking eight times: Indoor unit remote control error
If you can determine the number of blinks, you can refer to the user manual to see what the error code means and what steps you can take to fix it. If you don't have the manual, you may be able to find it online or contact Toshiba customer support for assistance.
You have to check the temperature sensors. Room temperature sensor and coil temperature senor.

what was that outside temp in transport, was it in the cold. If so the unit needed to get back up to room temp before pluging in, if not you will blow the starter.

The
problem is on electronic control units in the indoor air conditioner,
there are two temperature sensors, sensor pipe evaporator and room
temperature sensor. one or both of these sensors is defective, so that
electronic controller error and showed signs of a green and yellow light flashes. You must replace both sensors with a new
and appropriate size (specification).
The ambient temperature in the room is to high. Try lowering the room temperature. If that doesn't work get a small fan and place it near the projector ro provide extra cooling. The projector is running border line on high temperature and just needs a little extra cooling.
Should have oil in it. I don't think you can refill it. If it has leaked out, it's probably no good. Anyway, here are the instructions.
Press the *power button* once to start the heater on high power, continuous run. If left at this setting, the unit will run continuously on high power (1500 watts, 12.5 amps) and will not shut off until the unit is manually turned off. Press the *power button* again, to change to low power, continuous run, (900 watts, 7.5 amps) and will not shut off until the unit is manually turned off.
Set temperature:
Press the temp/timer button until the temperature icon blinks. Use the up and down arrows to set the desired temperature. The temperature icon will stop blinking and the current room temperature will reappear after the desired temperature is set.
The heater will turn off and on to achieve the desired temperature.
Set timer: (auto off)
Press the timer/timer button until the timer icon blinks. The hour display will appear. The auto off icon will also appear. The black triangle means AUTO, means the fan speed adjust by itself from high-mid-low speed depending in room temperature but the unit is cooling for this function the same COOL mode. Plasma is in the remote control but it never mention in the manual. If the unit dont cool check your temperature setting and mode setting it should be in cool mode and temperature setting should be 18C. But if still don't cool check some error code like blinking light at the indoor panel check how many blink appears to get the correct error code.. If the light is blinking 3 times it means that the room air or coil sensor is defective.
